As the industry and science skill advance the amount of water consumption is rising. Because of the megalopolis the water problem is deepening. Therefore policies for protecting the environment of the earth are set to solve the pollution of water, air and earth. The production activity and environment protection used to be on opposite sides of the table. In "UN Environment Development Conference" of Jul 3 92 held for 14 days in Rio ed Janeiru, the concept "Sustainable development" has came over to everyone in the world. Korea joined in 96 and declared about national environment. And self governing system of the megalopolis and local areas announcing definite enforcement plans on environment and development. The object of these efforts are environment friendly developments and maintenance of cities, I. E., improving the quality of life and protecting the ecosystem of the earth in the viewpoint of global relations of environment and human behavior. Thus finding harmonious match between the two is the realization of environment protective life type of the city structure and world, and this is called ecopolis or ecocity. When it comes to developing and maintaining the ecological city, storing and controling the natural resource, rainwater is an urgent matter. As all roads are paved with non-permeable asphalt with urbanization and industrialization the rainwater goes directly to the river. This brings disturbance in ecosystem and deterioration of soil, rice paddy, and damp ground, and brings disasters such as floods and drought. Unrestricted use of underground water and anti-ecological developments are bringing ground sinkage effect and drought. Which means that artificially blocking the circulation of water is being the main problem. Every asphalt pavement should be changed to Tusphalt to solve this problem. There are special asphalt for sidewalk, bicycle, and promenade that permeates water, however this is to weak to use for roadway since it lacks cohesiveness in the aggregate. That is why high-quality modified aggregate technology should be developed.
